Seems unjustified application of trademark laws since he's not claiming any of Dragon Quest's property as his own. Trademark is supposed to be used to prevent fraud, not prevent other people from simply referencing your title. In the US you can use someone else's title in a fair use application or simply with footnote indicating the trademark's owner. It's often used in combination with first-sale doctrine i.e. reselling stuff on ebay. Instead it's used here as pretense for cracking down on trading virtual items for cash.

There should not be any legislation at all. They can ban your account, but the restrictions by game companies should be not be a matter of law.

If only every country's patent/copyright/trademark law was the same as in the USA.

Well sadly, Japan's draconian copyright laws is the reason why J-pop MV can't go viral (same thing for other aspect of J-entertainment).

America's copyright laws are much more broken. From copyright trolls to Disney changing the laws with money every so often to desparately keep Mickey Mouse out of public domain. Let's see in 5 years how much Disney panics and lobbies for another extension and how much the law changes then.
When people's complaints about Japan's copyright stem out of complaints that pirates and uploaders get arrested, it comes off really silly and self-serving.

In general, I think copyright laws themselves are broken. In America at least, it essentially means a bunch of gray-suits make millions off the works of others.
I'm not entirely sure if something like this can ever be changed.

On the topic of American copyright: If I was the US President, I would propose a bill that would say that a company can only extend their works a total of 2 times then it's public domain.

Dragon Quest.
I heard it's a good series, but the first and also last game that i played was Dragon Quest VIII (PS2).
That was it. I didn't' see any other Dragon Quest game on Playstation Platform for the NA region.
I know there's some new Dragon Quest Heroes coming out, but i'm not sure they will port it over or not.
I saw the article on this website. It looks like another Dynasty Warriors clone type of game.
