$20 difference between the Blu-ray and the DVD, kinda big. Why?

As far as I know, Funimation is the only company (or 1 of only a couple) that has the equipment to make Blu-Ray discs in-house. Section 23/Sentai then most likely needed to farm out manufacturing to another company. The more handshaking going on means more people need to get paid means that customers need to pay the difference in cost it took Sentai/Section 23 to get the BD version into stores. That's probably what happened.

Any BluRay experts out there that can tell me if this is "real" high-def and not an upscale?

Rightstuf actually lists the retail price of the blu ray set as 59.99.

The price difference is pretty typical for a bluray TV series release, when compared to it's DVD counterpart. In most of Funi's cases, you have to remember that the bluray has generally been released several months after the DVD.

Also, I don't believe that either Sentai or Funimation does their own replication. Even most major Hollywood studios have someone else produce their discs, such as Technicolor.

Sentai should have the ability to handle HD source materials, as they upload them online regularly.

What worries me is that this show is still not on Blu-Ray in Japan.
I know the show aired in HD, but it was censored. I hope they don't use the censored broadcast master.
